What is the intended use for 'lock out' feature in Kenmore gas ovens?

I have a Kenmore gas oven. I thought the 'lock out' feature was to keep the door closed when you set the lock.
I assumed the lock would keep the door shut no matter when you engage the lock, even if the oven is not is use at the time.
The door does not lock closed when I set the lock (when the oven is off).
What is the purpose of the lock out feature and when can it be used?

The lock is used when you use the self-cleaning oven feature. The lock stays closed until the oven cools down after the cleaning mode.
